I put that cfg. to a second pc and laptop I just adjusted resolution and it looks the same

To make it as short as possible Mouse Accel (Mouse Acceleration) makes your mouse movement on screen faster - scaling to the movement you do with your mouse. Default is cl_mouseaccel 1 so it gets around copied 1:1 your movement with your mouse and your movement you do on screen (modified by DPI/CPI and the Sensitivity you use) so 21 Sens with a DPI/CPI of 1100 already feels pretty fast and with around 10 cm I can make 360° or so now with Mouse Accel 10 it gets calculated DPI(what he scans not the actual 1100 like here)+(Sens*Accel)= your on screen movement with mouse. But this gets heavily modified by the speed and the length you do with your mouse immediate fast turns can lead with such a .cfg for mouse i use to like 4 360°s so in order to aim you have to have good mouse control and feel for your mouse.

I can explain it to you in depth if you want to .
